Park of the Idols
Uruguay has two World Cups, two Olympic golds and fifteen Copa América titles: the highest density of football glory per square kilometre on the planet. Nowhere in the world does that history exist in monumental, permanent form.

Uruguayan football holds the densest record of honours in the world relative to its population, and nowhere physical to show it. The Football Museum is valuable, but it is indoor, static and outside the international tourist circuit. Nasazzi, Varela, Schiaffino, Ghiggia, Francescoli, Forlán, Suárez are recognisable in any country, with no monument holding them on Uruguayan soil.
What it is
A national-scale theme park in Parque Roosevelt, Ciudad de la Costa. Twenty-two ten-metre sculptures —eleven against eleven, the starting line-ups of two teams, the exact number a match begins with— arranged as an eternal game. Around them: the Walk of the Greats, pitches, a football school, food, memorabilia, virtual reality and digital voting open to the global community.
Why it works
Nostalgia is one of the strongest emotional drivers in contemporary tourism. Camp Nou, Wembley, the Maracanã and Old Trafford draw millions of visits a year regardless of the sporting calendar. The Park operates on the same logic: a destination open three hundred and sixty-five days a year.
How it is financed
No sovereign debt and no risk to the State. Land granted by the local government, national tax incentives channelled to corporate sponsors, commercial concessions and tiered ticketing. Every company that funds a sculpture receives permanent naming rights over that idol: twenty-two sponsorship packages, each with its own legend.
What it argues about
Who the twenty-two are. That conversation —who gets in, who is left out, which of the two teams is more glorious— is not a side effect of the project: it is its first fuel.
